Action by Silas
Silas, some loyal colleagues and some house guards will be busy searching the streets of the city throughout the night, in search of Everard. He'll take a particular interest in the inn Ralston's body was found at, the Grayhope residences/inns, and the Onyx Mausoleum. He will also ask the denizens of Arx - particularly those not fond of traitorous corrupt guardsmen - for help by asking them questions about suspicious sightings and requesting they also keep a look out.
Result
Well, Everard clearly is not in the city. Or not unless they tossed him down in the catacombs or something ridiculous like that. It looks pretty obvious that a huge force of rebels dragged his body with them in leaving the city, despite staking out the graveyard, the docks, the Murder, Ralston's inn, and so on. Interestingly, mostly of those places were extremely dead during the chaos. For example, the Murder had more than the usual brawling with Iron Guards there, but the owner Chanse Grayhope was nowhere to be seen.
