Orathy, would like to influence the people of the Lower Boroughs to start hoarding food and stashing it for rations later. He has talked to many who are speaking of a siege and worries the food situation in the Lowers is going to escalate. Donella had ships coming in for supplies (she hosted an event and asked for support), he'd probably encourage people to either go to her or raid her already gathered supplies. He'd get his own lackies to secure food caches all over the Lowers for himself and the Cullers. (Not sure if this works here or elsewhere - let me know if I should fix).
Result
Not enough on its own to stop a siege, but the Boroughs inhabitants appreciate it. Rep post up.
