I would be game for splitting it into two proc boards, defined by the nature of what is being shared. One for marriages, weddings, betrothals, births, sprained ankles, anything involving the lowers, taxes on cobblers, and shouting what hour of the day it is. We can call that the Cryer, after Town Cryer. Probably going to get eye-rolls and groans ICly when they go by unless it is particularly juicy. Probably spread in the Uppers and Lowers.

The second can be wars, feuds, noble divorces, anything by the faith or the king, and news of tariffs or changes in the market price of goods excluding shoes. Why not shoes? Blame a noble from three hundred years ago who just made shoes too much of a thing. We can keep Procs, on the basis of these being recognized by the full of the peerage as probably important and shouted by the peerage appointed shouty people in the Compact proper.
