Small modeling tweaks

Made a few small changes- weapons and armor had long been heavily restricted on how much they gave, since when I created +model I was worried that with armor and weapons having mechanical benefits, people wouldn't really bother with anything else. I don't think that's a realistic worry, so they should now be more in line with other items. Also I raised the caps, since the previous caps were made with a much lower rate of prestige decay.
