Investigations vs Actions

So I wanted to clarify what should be an investigation and what should be an action, as we try to remove some of the vague overlap between the two.

An investigation is research into any existing lore topic, this should be something that in theory could probably have something already written about it. It should not really be something that is dependent upon how a character is going about the investigation (though we do pay attention to that), effect some kind of change, or be about another character. It should always be about poking into something of game lore or theme, and an investigation could answer, 'what part of game lore am I researching?'. Something like a house background, or an heirloom, those are part of game lore and okay.

An action is something that could produce a result, and that can mean characters learn something, or it is looking into something that's not part of lore or theme, like the background of an OC character for example. Something that certainly wouldn't have deep lore written about it, like the current rate of starvation as the result of a famine that just broke out- that's a response to something happening currently.
