A Mirrormask's Decree

As warnings spread through the Compact, the Shrine of the Thirteenth God offers this promise to the people of Arvum: We will stand with you. You are welcome in the shrines for shelter and comfort, regardless of your origin or creed.
I am directing all of the Thirteenth's Shrines within the Compact to provide for the needs of those who come to our doors. We will provide necessities, medicine, and counsel. People will be protected by the guards and knights that defend Lord Tehom's shrines. Refugees and citizens will be given the best of the Mirrormasks' efforts and resources to provide clean bedding, warm food, and compassionate service as we face, together, the darkest hours many of us have ever known.
