A March Northward

Our enemy comes in force from the Everwinter and has entered the northern Crownlands. Anybody not already withdrawing southwards towards a major fortification should do so at once. However, hundreds of thousands of people do not have time.
We go to give them time. We will sail north along the river as far as we can and from there we will march overland until every refugee is to our south. We will not abandon them.
I shall accept the aid of every willing person under arms or able to bear them.
