Q: What a number of people were saying is that the numbers reflected in @army for any given org is only actually available in wartime. Are they indeed permanent troops?
A: Yes, army sizes are not an abstraction of possible troops, but a reflection of the current standing forces that are presently deployed. This is why they have a silver upkeep cost. The actual values are likely to be heavily tweaked later.
