Question: Do the knightly orders of the Faith receive any kind of dispensation on having their weapons peacebound?
Answer: The Templars are typically responsible for security and protection in matters of the Faith, and therefore aren't expected to peacebond their weapons in circumstances where they would serve this role. However, when it comes to security at gatherings that are not under the Faith's purview, there's no special exception made; the best example of this would be the Assembly of Peers, where security is handled by the King's Own, even though Faith officials are usually in attendance. It would be viewed as an insult for anyone else to have their weapons free, as it suggests the King's Own aren't capable of protecting those under their charge on their own.
